DESCRIPTION:

The NPCC 2020 Program Addendum contains strategy performance indicators that were recommended by the region. One of these- indicator S1-3- describes reporting on adult abundance escapement data for groups of populations defined by NOAA’s MAFAC Columbia Basin Partnership Task Force. This will be done using the Natural Origin Spawner Abundance (NOSA) data StreamNet compiles as part of the CAP Fish HLIs. Because existing NOSA data are collected at potentially different biological scales than the MAFAC groupings, summarizing data at that MAFAC level requires some statistical decisions to be made about the existing data. There also may be instances where data is not available for particular MAFAC groups. 

For this task, initially work group leads intended to work with the Columbia River Basin salmon and steelhead managers to:

  1. determine how to summarize existing NOSA data at the scale of the MAFAC groupings
  2. how they are displayed on the CAP Fish HLI queries so that they are easily distinguished from other groups used on the queries such as superpopulations (groups of populations monitored together)
  3. establish a set of analytical rules for when and how different types of NOSA data can be summarized (“rolled up”) at the MAFAC scale. These rules will guide future work by StreamNet to generate a MAFAC query

The task leads revised the work to reflect activities ongoing through the Columbia Basin Collaborative and rescope the work to summarize availability of data.

BACKGROUND:

The NPCC initially approached the StreamNet Executive Committee in April and May 2021 to request PSMFC-StreamNet assistance in providing access to the CAP Fish HLIs (NOSA and escapement) in a manner consistent with the MAFAC CBTFP salmon and steelhead groups incorporated into the NPCC 2020 Program Addendum.

As part of this request, StreamNet staff assessed the current availability of data in the CAP Fish HLIs and associated trends that crosswalk with populations making up the 21 MAFAC groups.

This excel spreadsheet was shared with the StreamNet Executive Committee (ExCom) and NPCC during the September 2021 ExCom meeting. Subsequent to this meeting, NPCC requested the assistance of the FMWG to assemble the salmon and steelhead managers and other experts with the expertise needed to inform how best to communicate (roll up or other) the CAP Fish HLIs to inform progress towards the SPI #S1-3.

Some questions to be considered in determining the best approach (based on the NPCC 2021 request to StreamNet) to use the available data to communicate progress towards S1-3 and how: 

  •  If a whole population estimate is not available, is a partial population estimate acceptable?
  • If spawner abundance is not available, is escapement abundance acceptable?
  • If a population estimate that excludes jacks is not available, should we use the estimate that includes jacks or that doesn’t distinguish presence of jacks?
  • Which value to include when: (1) a population has more than one type of abundance estimate based on different data sets or analyses, and (2) a population only has an abundance estimate as part of a non MAFAC stock grouping?
  • Other decisions as needed in selecting which value to include in the roll up.

TASK OUTCOMES:

Initial planned outcomes were bullets 1 and 2; revised outcome is 3

  1. Ensure draft recommendations compatible with MAFAC and the NPCC Program Tracker process/approach
  2. Final recommendations to the StreamNet Executive Committee and NPCC Fish and Wildlife Division to inform new display option for existing CAP Fish HLIs supporting NPCC S1-3 reporting
  3. Summarized data availability in a pdf report

TASK APPLICATION: 

  • Will inform display of CAP Fish HLIs (map and tabular queries) for these new groupings.
